New Health and Human Services Agency Director Welcomed

Mónica Morales is the new director of Health and Human Services Agency, effective June 4.


WOODLAND, CA (MPG) – Yolo County announced the appointment of Mónica Morales as the new director of Health and Human Services Agency (HHSA), effective June 4.

With more than two decades of experience leading health, safety and well-being initiatives across state, county and community-based organizations, Morales brings a wealth of knowledge, leadership and strategic vision to the role.

“We are thrilled to welcome Mónica Morales to Yolo County,” said Mary Vixie-Sandy, chair of the Yolo County Board of Supervisors. “Her demonstrated success in managing complex health and human services systems, along with her commitment to innovation and equity, make her an exceptional choice to lead HHSA.Mónica’s collaborative leadership style and strategic approach will strengthen our ability to serve residents and address the growing needs in public health and human services.”

Yolo County Administrative Officer Michael Webb said, “With her extensive professional experience and leadership in the critical services that HHSA provides to our community, and her expertise in navigating challenging resource constraints, Mónica is the right person at the right time for Yolo County. Mónica’s strategic thinking, collaborative approach and proactive communication skills will facilitate continued effective and efficient delivery of vital services and partnerships to those most in need. I am excited to welcome Mónica on board as a dynamic leader of the Yolo County HHSA team.”

Most recently, Morales served as director of the Health Services Agency for Santa Cruz County, where she successfully directed reforms pertaining to Medi-Cal, mental health, substance use treatment and prevention, emergency medical services, public health and clinical services.

Morales holds a Master of Public Administration degree in public policy and administration from Columbia University and a Bachelor of Arts degree in sociology from the University of California at Santa Cruz. Morales also serves as a commissioner with the Central California Alliance for Health and participates in several statewide public health and policy committees.

Stepping into the role during a time of significant policy transformation, Morales will focus on ensuring that Yolo County remains responsive and resilient by preserving essential services, meeting mandated responsibilities, and navigating evolving federal and state frameworks with community in mind.
