Proposition 1: Pros and Cons Forum

WOODLAND, CA (MPG) - On January 24, the League of Women Voters of Davis Area’s Healthcare Committee will team up with the Woodland League’s Mental Health Committee to present a countywide Proposition 1 “Pros and Cons” Forum. A Pros and Cons presentation is educational and does not take a position either for or against a ballot measure.

Proposition 1, known as the Behavioral Health Services Program and Bond Measure and which will be on the March 5 presidential primary election ballot, will be discussed at length. The presenters will provide background information on the proposed measure, fiscal impact, what a yes or no vote will do, and what supporters and opponents say about the measure.

The forum will take place from 7:15 to 8:30 p.m., Wed., Jan. 24, at the Woodland Community Center, 2001 East St.

As described in the Secretary of State’s Voter Information Guide, Proposition 1 “amends [the] Mental Health Services Act to provide additional behavioral health services. Fiscal Impact: Shift roughly $140 million annually of existing tax revenue for mental health, drug, and alcohol treatment from counties to the state. Increased state bond repayment costs of $310 million annually for 30 years.”

This measure is the only state proposition on the March 5, 2024, primary ballot. More information from the Voter Information Guide is available at https://voterguide.sos.ca.gov/propositions/ .

Karen Urbano, president of the Woodland League, stated, “Better understanding the implications of this proposition in terms of proposed behavioral health services and tax implications is important so voters can make informed decisions.”

A forum with candidates for Superior Court Judge, also sponsored by both Leagues, will be held the same night at the Center from 6:00 to 7:00 p.m. Candidates will be asked nonpartisan questions developed by the Leagues and respond to questions from the audience. No campaign literature or paraphernalia such as signs, T-shirts, hats, buttons, etc. will be allowed inside the meeting room.
